GISCARIBBEAN.COM COMING
The GIS On Line (for Antigua & Barbuda) was introduced during May 2000 by Mr. Norman Gus Thomas, Press Attaché in the Office of the Prime Minister in Antigua & Barbuda The Internet is the breeding ground for new Ideas and the value of providing day to day information for Caribbean Nationals Overseas, led Mr. Thomas to invite other Caribbean Territories to participate in the GIS On Line News dissemination system and established the GIS Online News Service.

GIS CARIBBEAN (April 5th, 2001) - The Government Information Service (GIS) of Trinidad and Tobago (T&T) is expected to begin postings next week, on the rapidly growing Caribbean family of OnLine GIS Services.

In a telephone conversation with Mr. Norman "Gus' Thomas, founder of the GIS CARIBBEAN OnLine, officials of T&T's Public Information Division, expressed delight in being a part of the region-wide network and thanked Mr. Thomas for inviting T&T to be a part of this "exciting service on information exchange".

T&T is the latest Caribbean country to join the group. Recently, Grenada and Nevis began their postings.

Tortola, as well as Barbados is expected to begin their postings shortly Thomas said.

The GIS CARIBBEAN which came into operation in May of 2000, has come in for high praise from Ministers of Information and other officials from across the region and further afield. Antigua and Barbuda's OAS Ambassador, Mr. Lionel Hurst, described the service as "timely," adding that it assists with his work and keeps him up-to-date with government activities across the region. Mr. Hurst also thanked Mr. Thomas for opening up such an opportunity for rgional governments to share information in such a quick and effective manner.

Meanwhile, the service will unveil its official WebSite on the net during the opening of the Summit of the Americas, to be held in Quebec, Canada later this month. This was revealed by Mr. Thomas over the weekend.

"The response to the GIS Caribbean has been so great that Mr. Micky Matthew of WWW.CMATT.COM and myself decided to professionalise the system. We have added a calendar of events which allows one to keep abreast with major events in each country," he added.

PM BIRD IN CHINESE TELEVISION DOCUMENTARY

A Cable television crew from the Chinese City of Shenzhen captured many of the enchanting scenes and tourist plants in Antigua at the weekend as a prelude to an interview with the Prime Minister, the Honourable Lester Bird on Monday 2nd April, 2001.

Shenzhen is a dynamic and rapidly growing city on the south coast of China in the vicinity of Hong Kong.   Its impressive  development since becoming one of China's most successful experiment with the establishment of the Special Economic Zones has earned worldwide acclaim.

As such, it represents area in China where foreign funded banks may engage in RMB (acronym for Chinese currency Renminbi) business.    Trans-national companies from Europe and American have gone to Shenzhen one after the other to hold trade talks in the course of which a new vitality has been injected in Shenzhen's special economic Zone.

The visiting Shenzhen Cable Television Crew is currently filming for a show in China called "Around the World".  The visit to Antigua and the interview of Prime Minister Lester Bird affords Antigua and Barbuda a degree of exposure throughout China and elsewhere in Asia which could be a stimulus to the development of  interests from people in that part of  the world, choosing Antigua and Barbuda eventually as a holiday destination. It has the potential also of stimulating interest on the part of Asian businessmen in favourably considering this country for investment programmes which they desire to establish in the western hemisphere.

It was therefore from this farsighted promotional perspective that the Shenzhen Cable TV (SCTV) was encouraged by our Beijing based Minister Counsellor and Chief Asian Investment Officer, Mr. David Hsiu, to undertake the visit to Antigua and Barbuda.

They were evidently very gratified from what they saw, judging from the enthusiasm with which they engaged in the  filming  of the promotional scenes of Antigua and Barbuda.

In his interview, Prime Minister Bird explained to SCTV, that Tourism was of great important to Antigua and Barbuda's economy and that it was the largest foreign exchange earner of the country.  He also outlined aspects of the policy which would in future govern our tourism development and promotional initiatives..

In this connection, the Prime Minister explained that given our relatively small size, Antigua and Barbuda should not pursue a mass market and that the policy which  the Government was pursuing places or will seek the place emphasis on the upper segment of the market where numbers were evidently fewer  but spending power of the tourist is greater.  The Prime Minister explained that Antigua and Barbuda's economy has experienced a healthy average growth of approaching five percent over the past several years, even allowing for the fact  that we have been affected by frequent hurricanes.  He emphasised our need for sustainable development, pointing out that large labour intensive development appears not the most suitable for our development objectives and threat we therefore had to opt for areas of development for which we can be competitive.  To this end, Antigua and Barbuda was looking for light industries like pharmaceuticals with China.

The nature of regional markets, their scope and the potentiality as reflected by Cariforum and the ACS were explained by the Prime Minister who also pointed out that fairly  reasonable concessions were available to investors desirous of entering these market areas.

Dispelling the erroneous impression that the new hospital project was a feature of the economic cooperation agreement between the Government of the PRC and the Government of Antigua and Barbuda, the Prime Minister clarified the position and explained that the Government of Antigua and Barbuda was funding the project itself.   China was  therefore earning needed and valuable foreign currency as a consequence his government's retention of the Chinese construction firm COMPLANT, to undertake the project.  Prime Minister Bird also explained in this respect that the contract for the construction of the proposed new Antigua Power Plant had been won by COMPLANT but the high court has ruled that the bidding process would have to be resumed and COMPLANT therefore will have to bid again.

In closing his interview with Shenzhen Cable TV, Prime Minister Lester Bird spoke briefly about Antigua and Barbuda's high per capita income and the effect it had in excluding the Government from access to international concessionary loan windows since we are thereby classified as a middle income country.  He drew attention, however, to the fact that we are ranked among the most valuable countries in the world, second only to one of the islands in the South Pacific.

Prime Minister Bird concluded by making the point that Antigua and Barbuda has always backed the one China policy of the People's Republic of China.   This gave clear conformation of the close diplomatic relationship between Antigua and Barbuda and People's Republic of China.

When the Prime Minister's interview was concluded the Shenzhen Cable Television Crew conducted a televised interview with the Chairman of the Antigua Free Trade and Processing Zone, Senator the Honourable Joseph Fernandez, who gave a very persuasive exposition of the beneficial features of the Free Trade Zone from the Standpoint of  businessmen from China who wanted to penetrate regional markets from in the Caribbean and Americas.

The Shenzhen Cable Television Crew and our Minister Counsellor David Hsiu departed fro China on Tuesday 3rd April, 2001 to return to their respective home bases.

GREAT SPEECHES OF LESTER BIRD IN PRINT

A number of the great speeches made by Prime Minister Lester Bird is soon to be made available in print.

According to the Prime Minister's Press Attache, Mr. Norman "Gus" Thomas, the book is expected to be published next year, and will contain several local, regional and international speeches.

"Prime Minister Bird is known the world over, for his outstanding and thought-provoking speeches. It was just last summer at the United Nations Millennium Summit in New York, where he captured the world's attention, with what is now kown internationally as the, 'Surprise Me Speech'. His address to the United Nations, when Antigua and Barbuda joined that August body was another brillant presentation, as well as several he has given here in the Caribbean, being a leading regional politician. "

GIS News understands that, a special working group will be studying several speeches before the final selections will be made for publication.

Mr. Thomas told the GIS News that several request have been forthcoming from Colleges, Schools among other academic institutions and historical societies around the world, seeking printed copies of several of the Prime Minister's speeches, and this was a major factor that led to the decision to have the publication.

Antigua and Barbuda's High Commissioner to London, His Exellency Sir Ronald Sanders is spear-heading operations for the publication.

OPPOSITION ACTION HAMPERS DEVELOPMENT

St. John's, Antigua: (PMO Press) - Action taken by the Opposition, United Progressive Party (UPP) last year, has greatly hampered the construction of the multi-million dollar Asian Village Project.

So said Prime Minister, Lester Bird, as he answered questions placed to him by Leader of the Opposition, the Hon. Baldwin Spencer, at the sitting of last Thursday's Parliament.

Mr. Spencer posed the question as to whether or not, the Prime Minister was in a position to say when the Asian Village Project will start.

In his reply, Prime Minister, Lester Bird took time out to read from the latest correspondence received from Mr. Dato Tan Kay Hock, telling of his strong desire to continue with the project, but bemoaned the fact that a suit brought against him by the opposition, had created serious setbacks to the project, which would have provided thousands of jobs for nationals, thus making the country "near unemployment free."

Mr. Kay Hock in his letter, said he was surprised at the enormous amount of negative publicity which was placed in the international financial arena by the opposition's action. This said he, caused some of the most reputable financiers to have doubts about investing in the continued development of Antigua and Barbuda.

The Prime Minister noted however, that Mr. Kay Hock pointed out that it was his intention to work as hard as possible to make the Asian Village Project a reality, adding that, if he is unable to do so, he would inform the Prime Minister and his Government, of his inability so to do.

Nationals too have expressed out rage over the opposition's handling of the matter, calling the action suicidal, having realised the enormous amount of good, such a project would have done for the country's economy.

THE NEW PRIME MINISTER'S OFFICE UNDER CONSTRUCTION

St. John's, Antigua: (GIS) - Work on the new Office of the Prime Minister on the Queen Elizabeth Highway is moving ahead as planned according to Public Works Director, Mr. B.T. Lewis.

The ultra modern building will house the office of the Prime Minister along with the Foreign Affairs Ministry.

Permanent Secretary in the Ministry of Foreign Affairs, Ms. Ena Thomas, told the GIS News that the processing of passport applications and other related services will also be handled from the Foreign Ministry just as it is now, but there will be a number of increasesd measures that are all geared towards providing greater service to the public.

The office of the country's CARICOM Ambassador as well as the Cuban Ambassador His Excellency Mr. James "Bags" Thomas and His Execellency Mr. Collin Murdoch, are all housed in the Foreign Affairs Ministry.

Press Attache to the Prime Minister, Mr. Norman "Gus" Thomas, pointed out that the new office will have a Conference Room where Press Conferences and Briefing will be held. The Cabinet Secretariat, the Office of the Chief of Staff, the Prime Minister's Public Relations Department as well as other offices related to the operations of the Office of the Prime Minister.

The new office is expected to be completed in the new year and occupancy will be immediate.

Meanwhile, Chief of Staff, Senator Asot Michael, notes that a new work ethic will have to be developed as preparations for occupancy of the news office begins.

"Workers will have to be a lot more disciplined, polite and courteous in their dealing with the public. New security measures will also be in place, and a number of things that are taken for granted will be non-existant then," Mr. Michael added.

The office is being constructed by F.E. Hadeed and Sons.

St. John's, Antigua: (GIS News) A special Photographic dispaly featuring events in Antigua and Barbuda for the year 2000, will go online on the internet later this week.

The dispaly which features happenings and major developments in the country is being made possible through the efforts of the Press Attache to the Prime Minister,  Mr. Norman "Gus" Thomas, who said the move is particularly designed for overseas-based nationals to view the development in Antigua   and Barbuda over the past year.

He also noted, that several never before seen photographs of unique events will also be up for viewing.
There is an old saying that a picture replaces a thousand words,

and I thought it would be nice for our overseas-based nationals to go online and see the year in pictures," Thomas said.  Mr. Thomas is a former Voice of America (VOV)  News Correspondent. He has also worked for CANA, Radio Canada International, as well as being a former Chief Information Officer to the Government of Montserrat. He has served as Sports Director of WVWI Radio in St. Thomas U.S.V.I. and was recently the Coordinator of the Government Information Service (GIS) prior to his promotion to the post of Press Attache to the Prime Minister in October of last year.

The FTZITT provides a high level of training in computer technology to Civil Servants, Insurance Companies and Banks just to name a few.

"We are also helping the Private Sector.  We train people begining from, the introduction to computers right up to networking. I can tell you, we have turned out some real wizards from this institute. We have also provided all the Secondary Schools with computers, and we are now

Keeping in line with its programme to develop the infomatics industry in Antigua and Barbuda, the government has embarked upon the construction of its own building for the Free Trade Zone Institute Of Training and Technology (FTZITT) in Coolidge.

"At the moment we are renting a part of the Hancom Building on the Old Parham Road.  However, because of the growing demand, we are now constructing our own building on site, and this will be a very modern

working on putting computers in the primary schools as well."

Murphy told the GIS that the whole idea is to build our human resourses in Antigua and Barbuda. "In today's world, one must be computer literate to keep up with the world. The government through the FTZITT is ensuring that our people are trained in this regard."

Work on the building is moving at a very rapid pace and it is expected to be completed by February 2001.  Operations should begin shortly after.
